Central government of India has announced one nation one ration scheme which wil take effect from 1st July of 2020. This will benefit the poverty class people who migrate frequently from one state to another for work if they have linked there Aadhar card with the ration card then they won't have to apply for another one in the state which they have migrated to this means poor migrant workers will be able to buy subsidized rice and wheat from any ration shop in the country, so long as their ration cards are linked to Aadhaar.
State government have one more year to use point of sale (PoS) machines in the ration shops and implement the scheme, Food Minister Ram Vilas Paswan told "already, 77% of the ration shops across the country have PoS machines and more than 85% of people covered under the National Food Security Act (NFSA) have their cards linked to Aadhaar"
However linking of Aadhar card to the ration card is not necessary if the ration shop is in local address or home address to access benefit of NFSA, it will be only necessary when the poor migrant goes to other state which comes under portability scheme to access the NFSA benefits
Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura has started to offer the portability scheme. Delhi also started portability scheme but had to stop due to some technical reasons. Himachal Pradesh, Madhya Pradesh, Jammu and Kashmir, Punjab and Tamil Nadu can also offer the portability scheme as they already have PoS machines in all the ration shops.
Ministry official also told migrants only get subsidies support which is decided by the center government which is rice at 3/kg and wheat at 2/kg even if the state which they have migrated to may provide ration free of cost but the migrant had to buy on center government decided prizes. As they were funded by the State budget
The main aim of the scheme is to look after no one should starve due to deprived of subsidized grains and all the state government has given order to implement this scheme as soon as possible, so that the whole country is ready to implement ‘One Nation, One Ration Card’ by June 30, 2020
OPPOSITION OPPOSE THIS SCHEME
The DMK in Tamil Nadu on Sunday slammed the Centre's 'one nation, one ration card' proposal, saying it was against federalism and urge to the Centre to give up on the scheme. AMMK leader TTV Dhinakaran also opposed this scheme as he said if they provide subsidized grains to the migrants the local have to face problem due to lack of supply
WHAT IS RATION CARD?
Ration cards are an official document issued by state governments in India to households that are eligible to purchase subsidized food grain from the Public Distribution System (under the National Food Security Act). They also serve as a common form of identification for many Indians
There are two types of ration cards under NFSA
- Priority ration card - priority ration cards are issued to households that meet the eligibility criteria set by their state government. Each priority household is entitled to 5 kilograms of food grain per member.
- Antyodaya (AAY) ration cards are issued to "poorest of poor" households. Each AAY household is entitled to 35 kilograms of food grain.
